As you know in 2012 there has been an exploit released wich affects all windows servers, but finnaly you can solve it.
1) - Add/Edit in dproto.cfg the followin lines
cid_NoSteam47 = 5
cid_NoSteam48 = 5
HLTVExcept_IP = 127.0.0.1
2) - Go to cstrike and make a new folder called 'new_exploit'
3) - Copy new_exploit.dll to that folder
4) - Go to cstrike/metamod/plugins.ini and add the following line:win32 addons\new_exploit\anti_exploit.dll
